New Applications for Private Hire and Hackney Drivers

All new driver application appointments have been cancelled until further notice.

Renewal Applications for Private Hire and Hackney Drivers

We are now able to start processing and issuing full Private Hire and Hackney Driver Licences. 

This will not be carried out with a face to face appointment, instead we require you to fill out our online form and attach the relevant documentation outlined below.

Applicants are strongly advised to read the Hackney Carriage and Private Hire Policy and Handbook before starting the application process. 

Online Application Form

All applications must be submitted online. 

Apply for a Taxi Driver Licence

Medical Form

To ensure that public safety is protected, this Licensing Authority requires all applicants to obtain and submit a group 2 medical report with their application for new licences and renewals.

The group 2 medical assessment must be completed by a registered medical practitioner who has access to the applicant’s full medical records (for example, own GP) and licensed to practice in the UK.

The medical assessment must be no older than three months at the time of submission with the relevant application.

DVLA Check Code

To obtain your DVLA check code you need to visit Gov.uk.

To do this you will need your: 

  • Driving licence
  • National insurance number

Follow the instructions on the GOV.UK website to get your code - please note that this code is case sensitive and is only valid for 21 days. This code must be submitted with your online application.

DVLA Licence 

All applicants for Hackney Carriage and Private Hire Driver licences must be authorised to drive a car in the UK (for example, held a full driving licence issued by a state in the European Economic Area) for a minimum of one year. 

You must submit a copy of your current DVLA driving licence. We require a copy of both the front and back of the licence.

We also require a photograph of you holding your driving licence. 

This photo must:

  • Contain no other objects or people – other than your DVLA licence
  • Be taken against a plain light-coloured background
  • Only include your head and shoulders

In the photo you must:

  • be facing forwards and looking straight at the camera
  • have your eyes open
  • have no hair in front of your eyes or anything covering your face
  • not have any shadows on your face or behind you
  • must not wear glasses.

The original DVLA licence will be checked – see below for details of how to send original documents.

Proof of Right to Work

This Local Authority has a statutory duty to ensure that applicants have the legal right to work in the UK prior to issuing a licence. The issuing or refusing of licences will be undertaken in accordance with the requirements of the Immigration Act 2016.

Overseas Criminal Record Check (known as Certificate of Good Conduct)

Applicants who have resided outside of the UK since the age of 18 years of age or for the last five continuous years will be required to submit an overseas record check which has been authenticated by each embassy of the country of residence.

This must be translated into English at the applicant’s expense.

The overseas criminal record check must be no more than 3 months old at the time of submission.

DBS Certificate

Temporary changes to ID checking guidelines are being made as a result of the Covid-19 outbreak. To ensure that the necessary DBS checks can still be carried out, an Enhanced DBS check will be carried out over the telephone once all original documentation has been checked.

  1. A copy of two different proofs of name and addresses from the following list must be submitted at time of online application:
  • Credit card, bank or benefit statement (less than 3 months old)
  • Utility bill (not mobile phone bill) (less than 3 months old)
  • Council tax or Mortgage statement (less than 12 months old)
  • P60 or P45 statement (less than 12 months old)

  2. Once original documents have been received a telephone appointment will be made at a convenient time to do the DBS application.
  3. The fee is payable by card at the time of the DBS application will be £49.90 (subject to review). 
  4. The DBS certificate will be sent directly to your home address.

DBS Update Service

All licensed drivers will be required to subscribe to the DBS Update Service and renew on an annual basis to continue to hold a South Cambridgeshire District Council driver’s licence. 

This Licensing Authority will undertake an annual online check of the DBS Update Service for the applicant’s current status.

Once you have received the DBS Enhanced certificate you must subscribe to the DBS Update Service

You must bring the original DBS certificate and the completed DBS permission form to carry out an online check form from this Licensing Authority as soon as possible.

Original Documentation

Once you have submitted copies of all the required documents with your online application, we will contact you to confirm if it is all correct.

You will then be required to post the following original documents to our offices:

  • Medical Form
  • Overseas Criminal Record Check (if required)
  • Current DVLA driving licence
  • Proof of Right to Work in UK
  • 1 x passport size photograph
  • 2 different forms of proof of address

Please drop these through our post box in a sealed envelope, the envelope should be addressed FAO Taxi Licensing, with your name and driving licence (PD) number like this:

Do not make it obvious what the contents are, use a plain envelope with only the above text on.

An email will be sent to confirm that the documents have been be sent back to you via recorded delivery.

We would advise you to drop the documents through our letter box on a Tuesday evening, so you are not without the originals for too long.

Licence and Badge Issue

If the information provided meets all requirements necessary, a licence will be issued together with an identification badge. 

  1. You will receive notification that your licence is ready by email and a convenient time will be arranged for the appropriate fee to be made.
  1. The licence and badge will be sent in separate envelopes to your home address
