Hearings Programme: 23 June 2017
An updated Hearings Programme (version 24, 22 June 2017) has been published giving details on future hearings blocks for both the Cambridge Local Plan and South Cambridgeshire Local Plan examinations. NOTE: the hearing session for Matter SC10: South Cambridgeshire Local Plan – Matters Not Dealt with Elsewhere (that was included in previous versions of the hearings programme) will not now be held as the participants have withdrawn their wish to appear.
Inspectors’ Matters and Issues for Matter 10 (Policies for Travellers / Caravan Dwellers and Travelling Showpeople) have been published.
The hearing statements for Matter SC1: Strategy for the Rural Area, Matter SC9: Omission Site - Land North of A428, Cambourne and Matter M11: Joint Omission Sites on the edge of Cambridge have been published.
Submission of Further Proposed Modifications to the Inspectors: 30 November 2016
The planning inspectors wrote to the Councils on 7 September 2016 asking for clarification on the progress of a number of areas of work, including the provisional modification by South Cambridgeshire District Council to allocate land south of the Cambridge Biomedical Campus. Cambridge City Council responded on 16 September 2016 and South Cambridgeshire District Council responded on 23 September 2016, providing schedules outlining the specific work being undertaken, relevant committee dates and the target dates for submission of the work to the Inspectors.

- Policies for Gypsies and Travellers
- Monitoring the Greater Cambridge City Deal commitment to deliver 1,000 additional homes on rural exception sites
- Hearing statements submitted for Matter SC5b: Delivering High Quality Homes (Development Management Policies) and Matter SC8: Promoting Successful Communities
- Strategic policies for the purposes of Neighbourhood Planning
The pre-hearing meeting took place on Thursday 11 September 2014. The pre-hearing meeting was for both the Cambridge Local Plan and South Cambridgeshire Local Plan examinations and explained the format of the examination. The Inspector has issued Notes of the Pre-Hearing Meeting, which provide a summary of the main points raised.
The Inspector has issued Guidance Notes for those participating in the examination explaining the examination process in more detail.
The Inspector will hold hearing sessions. Hearings are an opportunity for the Inspector to clarify and / or seek additional information on any issues relating to the 'soundness' of the Local Plan.

The first blocks of hearing sessions set out in the Hearings Programme (version 7) dealt with joint matters relating to the Cambridge Local Plan and the South Cambridgeshire Local Plan.
Members of the public are able to attend the examination hearing sessions to observe proceedings.
Matters and Issues
The Inspector has issued Matters and Issues (Matters 1-5), Matters and Issues (Matters 6-7), Matters and Issues (Matter 8), Matters and Issues (Matter 9), Matters and Issues (Matters CC1-CC5 & CC7), Matters and Issues (Matters PM1 & PM2), Matters and Issues (Matters SC2, SC5A, SC5B & SC8), Matters and Issues (Matters SC3, SC4 & SC7), Matters and Issues (Matters SC6A, SC6B & SC6C), Matters and Issues (Matters CC6 & CC8), Matters and Issues (Matter SC1 [revised]), Matters and Issues (Matter SC9), Matters and Issues (Matter M11), and Matters and Issues (Matter 10). These list the matters and issues identified to date and will be updated in due course as the Inspector decides on the matters and issues to be considered in the next blocks of hearing sessions.
All written statements submitted to inform the hearing sessions are published on the Written Statements webpage. Statements are subject to a 3,000 word limit - see note about statements being submitted by participants in hearing sessions.
The Inspector has issued Inspector Note 1 (RD/Gen/150) which relates to the context for hearings on site allocations, strategy and omissions sites at the Local Plan Examination.
The Inspector has issued Inspector Note 2 (RD/Gen/151) which relates to appearances in relation to the Proposed Modifications representations.
The Programme Officer has issued a note which relates to the issues to be covered in the joint hearings relating to the Proposed Modifications in June 2016.
