Code of Corporate Governance

The Council's Code of Corporate Governance describes the framework in which we direct and control our functions and relate to our communities. It was agreed by Audit and Corporate Governance Committee in September 2017 and will be evaluated annually within the Annual Governance Statement (see above).

Explanatory foreword

The Statement of Accounts brings together the major financial statements of the Council and consists of:

a) the Statement of Accounting Policies which sets out the basis on which the accounts have been compiled;

b) Core financial statements:

the Movement in Reserves Statement shows the movement in the year on the different reserves held by the authority, analysed into usable reserves and other resources:

the Comprehensive Income and Expenditure Account summarising revenue expenditure and income for the year on all services compiled in accordance with generally accepted accounting practices;

the Balance Sheet setting out the financial position of the Council as at 31 March with the balances and reserves available for future use and the assets employed in its operations; and

the Cash Flow Statement which summarises the inflows and outflows of cash arising from transactions with third parties;

with associated notes grouped together for all the core financial statements.

c) Supplementary financial statements:

the Housing Revenue Income and Expenditure Account which shows revenue expenditure and income on Council housing for the year and is a ring-fenced account within the General Fund to prevent any cross-subsidy between general income and rents; and

the Collection Fund which includes the council taxes and business rates collected by South Cambridgeshire District Council on behalf of those authorities responsible for services within the district and the way in which these monies have been distributed among the authorities to finance their expenditure.

d)Group Accounts

A housing company, trading as Ermine Street Housing, was incorporated and began trading on 1 April 2014. As an independent but wholly   owned subsidiary the Council has prepared group accounts to show the overall financial position and results of the district council.

Annual Governance Statement - How did we do in 2015/16?

The Annual Governance Statement provides an annual assessment of the Council's governance and performance during the civic year to 31 March 2016.

Plain English Accounts 2015-16

This is a guide to the Council's expenditure and income for the year ending 31 March 2016. It has been compiled on the basis of what Council employees actually do as the public are more likely to relate to this than to the statutory reporting basis in the audited accounts.

Council budget 2017-18

The revenue and capital estimates are approved by Council in February each year and provide details of the planned revenue expenditure for the year and the Council’s five year capital programme. The summary showing net portfolio expenditure to be borne by the General Fund, Interest on balances and the net amount to be raised from council tax payers.

Notice is given that from Saturday 1 July to Friday 11 August 2017 between 9.00am and 4.30pm each day excluding Saturdays and Sundays*, any persons interested may inspect and make copies of, the accounts of South Cambridgeshire District Council for the year ended 31st March 2017 and all related books, deeds, contracts, bills, vouchers and receipts (except where any part of any record or document contains information which is protected on the grounds of commercial confidentiality). The accounts and other documents will be available for inspection at South Cambridgeshire Hall, Cambourne Business Park, Cambourne, Cambridge CB23 6EA or otherwise by arrangement.  Application should be made initially in writing to Alex Colyer, Interim Chief Executive and Chief Finance Officer (ref. During the same period local government electors for the area to which the accounts relate may exercise their rights under sections 26 and 27 of the Local Audit and Accountability Act 2014 to question the auditor about or make objections to the accounts for the year ended 31 March 2017.

Questions may be received at South Cambridgeshire Hall, Cambourne Business Park, Cambourne, Cambridge CB23 6EA by arrangement with the External Auditor, Suresh Patel (Ernst and Young LLP, One Cambridge Business Park, Cambridge, CB4 0WZ), to whom requests for this purpose should be addressed. No objections may be made unless the auditor has previously received written notice of the proposed objection and its grounds. A copy of this notice must be sent to South Cambridgeshire District Council as the address above

NOTICE IS HEREBY GIVEN that the auditor has concluded his audit of the Council’s accounts for the year ending 31 March 2016.

The Statement of Accounts, including the Auditor’s certificate, can be inspected by and is available free of charge to any local government elector for the area of the District of South Cambridgeshire at South Cambridgeshire Hall, Cambourne Business Park, Cambourne, Cambridge CB23 6EA between the hours of 8.30a.m. and 5.00p.m., Monday to Friday and any such elector is at liberty to make copies of any part of the said accounts.
