Funding for home energy improvements through the ECO Flexible Eligibility scheme
Energy Company Obligation (ECO) is a government energy efficiency scheme. This scheme is aimed at helping reduce carbon emissions and tackle fuel poverty.
Under ECO, medium and larger energy suppliers fund the installation of energy efficiency measures in households. Each obligated supplier has an overall target based on its share of the domestic energy market. They work with installers to fit loft and wall insulation, heating measures and other improvements into qualifying households.
The current phase, called ECO2T, includes a new facility called Flexible Eligibility. This phase allows Local Authorities to direct assistance towards low-income, private sector households in their area which have not qualified for assistance under previous ECO schemes. This is because they have not been in receipt of qualifying benefits.
In the new scheme, low-income households, which are in a property that is costly to heat and/or are vulnerable to cold, are eligible for support providing they meet the criteria around these conditions set by their local Council.
