Energy Company Obligation (ECO)
Free energy efficiency measures for low income households
Energy efficiency measures including loft and cavity wall insulation are available free of charge to residents on low incomes who are vulnerable to the cold and/or live in homes that are hard to heat. The measures are funded by the bigger energy companies under an the Energy Company Obligation (ECO) scheme and delivered by private installation companies who are able to access this funding.
Since 2018 local councils have had the power to widen the eligibility criteria for ECO, allowing more residents, in addition to those claiming benefits, to qualify for ECO funding on the basis of low incomes, health or age. We provide verification of eligibility declarations to private installation companies working in our area, allowing them to access funding to install energy efficiency measures. We do this on the basis of signed declarations from householders. We follow up a proportion of these for audit purposes.
The Council is also working in partnership with Connect for Help to provide a free energy and money saving advice service, including referrals for ECO funded home improvements, for eligible households.
