What is the draft Bourn Airfield New Village SPD about? 

The draft Bourn Airfield New Village Supplementary Planning Document (SPD) relates to land located to the south of the A428 on the site of Bourn Airfield situated about 11km west of Cambridge City Centre. The site comprises a former WWII airfield, adjoining agricultural land and a partially occupied employment site.

The draft Bourn Airfield New Village SPD provides additional details and guidance relating to comprehensive development and delivery of the new village and the creation of a successful place.

About the consultation

The draft Bourn Airfield New Village SPD was approved for public consultation at the meeting of Cabinet on 5 June.

The consultation is for six weeks and begins at 9am on Monday 17 June until 5pm Monday 29 July 2019.

A Public Notice has been published concerning the consultation of the draft Bourn Airfield New Village SPD.

The draft Bourn Airfield New Village SPD is being consulted upon along with the following accompanying documents:

In accordance with Regulation 12 of the Town and Country Planning (Local Planning) (England) Regulations 2012 the Council is required to prepare and make available a Consultation Statement providing a record of consultation undertaken during the production stage of the SPD, prior to formal public consultation.

The draft SPD and these supporting documents will be available for inspection during the consultation period at the following locations:

  • South Cambridgeshire District Council offices at South Cambridgeshire Hall, Cambourne, Cambridge CB23 6EA (8.30am – 5.00pm Monday to Friday).
  • At Cambourne Library, Sackville House, Sackville Way, Cambourne, CB23 6HL (Monday & Friday 9am – 5pm, Tuesday & Saturday 9am-1pm, Thursday 4-7pm)

Public exhibitions will be held at the following locations, when officers will be on hand to answer questions:

  • Thursday 27 June, Cambourne Village College, Sheepfold Lane, Cambourne, CB23 6FR. 3.30-8.00pm*
  • Wednesday 3 July, Caldecote Village Hall, Furlong Way, Highfields Caldecote, CB23 7ZH. 3.00-7.30pm
  • Wednesday 10 July, Sheltered Housing Communal Building, Hall Close, Bourn, CB23 2SN. 3.00-7.30pm

* Transport officers from Cambridgeshire County Council, Greater Cambridge Partnership and Highways England will also be in attendance at Cambourne.

Key elements of the exhibition will be continually on display from 11 July until the end of the consultation period at:

Why has a Supplementary Planning Document been prepared for the Bourn Airfield New Village?

Bourn Airfield has been allocated in the South Cambridgeshire Local Plan (2018) for the development of a new village of approximately 3,500 homes, together with associated community facilities and infrastructure improvements.

Preparation of the Bourn Airfield New Village Supplementary Planning Document (SPD) is required by Local Plan Policy SS/7. The Bourn Airfield New Village SPD expands upon Local Plan Policy SS/7 and provides additional details and guidance relating to comprehensive development and delivery of the new village and the creation of a successful place.

As a major development site, it represents a significant opportunity to deliver an example of excellence in sustainable development and healthier living, which will make a significant contribution to the long-term development needs of the Cambridge area.

The draft SPD has been prepared following discussions with public sector stakeholders, local community representatives and landowners, to gather initial concerns, aspirations and ideas, and later to refine initial thinking about the vision, objectives and spatial framework.

Once adopted, the Bourn Airfield New Village SPD will become a significant material consideration in determining any planning applications for the development of the site.
