Papers have been published today for the Joint Strategic Transport and Spatial Planning Group meeting on 22 May 2013. This meeting will consider reports on the recommended housing and jobs targets for the new Local Plan, the major sites element of the Local Plan, the approach to a community stadium and other issues of joint interest to Cambridge and South Cambridgeshire.
The JSTSP Group consists of members representing South Cambridgeshire, Cambridge City and Cambridgeshire County Councils. The Group is not a decision making body but will make recommendations back to South Cambridgeshire and Cambridge City Councils as the plan making authorities. Issues contained in these papers will be considered by South Cambridgeshire at the Planning Policy and Localism Portfolio Holder Meeting on 11 June 2013.

The South Cambridgeshire Local Plan will set out the planning policies and proposals to guide the development and use of the land in the district for the period up to 2031. Once adopted, all planning applications will be assessed against the policies in the Local Plan.
The Local Development Scheme sets out the timetable for the preparation of the new Local Plan. The Local Plan Issues & Options Report is supported by a number of evidence base and supporting studies, including the Strategic Housing Land Availability Assessment.
The Council consulted last summer on a wide range of issues and options to help create a new Local Plan for how the district should be developed over the next 20 years. We received nearly 21,000 comments. Further information is available on the Local Plan 2011-2031: Historic Consultations webpage.

The Issues & Options 2 consultation was split into two parts:
Part 1 - Joint consultation with Cambridge City Council
This considered options for the most appropriate development strategy for Cambridge and South Cambridgeshire, site options for housing and employment on land on the edge of Cambridge currently in the Green Belt, and options for sub-regional sporting, cultural and community facilities including site options for a community stadium.
Part 2 – South Cambridgeshire Further Site Options
This considered additional new site options for development and possible changes to village frameworks and designations to protect village character. It also included proposals put forward by parish councils that we are testing for them.
Each part of the Issues & Options 2 Report was subject to Sustainability Appraisal and both Sustainability Appraisal reports were also subject to public consultation.
The Council held a number of exhibitions in January 2013 to provide an opportunity for people to come and meet officers and find out more about the public consultation. The exhibition panels are available to download:

Proposal by Cottenham Parish Council
Cottenham Parish Council has proposed to reinvigorate Cottenham through a development of homes, jobs, shops, schools, community uses and possibly a bypass and asked South Cambridgeshire District Council to include this proposal in the Issues & Options 2 consultation (see Question 5 in Chapter 4). Since the publication of the Issues & Options 2 Report, Cottenham Parish Council has developed its proposals further and displayed three options for different scales of development at the exhibition held on 31 January 2013: Cottenham Parish Council Exhibition Display.
