Green and black wheeled bins

The wheeled bin scheme consists of two wheeled bins, one green for compostable waste (garden and kitchen waste and cardboard), and one black bin for non-compostable and non-recyclable waste.

South Cambridgeshire District council has changed to the new wheeled bin scheme in order to increase the recycling percentage and to comply with Government and EU Directives. The only realistic and cost effective way of meeting the demand for increased recycling, and helping achieve our 2003/04 target and the even tougher targets for 2005 and 2010, is using wheeled bins.

In order for the scheme to be successful all households will be issued with two wheeled bins. There will be some exceptions and these households will be contacted by the Council to make alternative arrangements.

Every household will continue to receive a collection every week; one week (the recycling week) the green bin and the green box will be collected, the next week everything that can't be recycled will be collected in the black bin.

If you use both bins and the green box appropriately there will be enough capacity in the bins to take all your rubbish. On average, each household puts out about 2 sacks each week. Each wheeled bin can hold the equivalent of 3 sacks worth of waste plus you still have the green box. As it dries out the material in the green waste bin will also compact over the two week period.

Consultation

Consultation on waste collection has been carried out over recent years as part of the Cambridgeshire wide waste strategy.

Consultation began in Spring 2001 with a questionnaire to all residents about waste in South Cambs. This was accompanied by a Best Value consultation carried out by South Cambs District Council. Early this year BMG (Bostock Marketing Group Ltd) carried out a telephone survey of 500 residents to gauge views on the new refuse arrangements. Three focus groups were also consulted:

1) residents over 55 years of age,
2) Parents with young families and
3) single person households.

The new scheme is being introduced with nearly £1.9M funding from the Department of Environment, Food and Rural Affairs (DEFRA).One of the requirements of the funding was that the scheme had to be in place in 2003/2004. This limited time frame has meant that it has not been possible to consult as widely with the public as we would have liked.
