About SPEP

What is the SPEP?

A partnership of commitment, experience and confidence that can really help to deliver what parishes feel will work locally to cut fuel bills and reduce the carbon emissions.

It is open to all parish councils who:

  • ...are concerned about the implications of local energy issues and climate change,
  • ...feel that there is sufficient community interest to work-up and co-ordinate local activities and projects that will directly contribute to reducing energy bills and tackling climate change

There are no direct costs to the parish councils taking part. Likewise there are no application forms, contracts or binding targets.

Why was the SPEP formed?

With home energy costs at worryingly high levels and growing concerns about climate change, South Cambridgeshire District Council has secured the project for three years to directly support parish councils and their communities in taking steps to tackle both of these very important issues.

What does the SPEP have to offer communities?

A comprehensive programme of assistance is offered to a group of parish councils for each of the three years of the project

There is a 'menu' of support measures from which parishes can select according to their local circumstances and objectives.

Each year the project will offer a selection of support measures from the following:

  • Specialist energy advice - queries, signposting, reference and information
  • Training - visits, workshops and seminars
  • Grant support - government/supplier funds and grant-finder
  • Sustainable Living Booklet - for communities to tailor for their villages
  • SPEPshare - online car sharing networks for each parish
  • Home energy questionnaires - surveys and village mapping
  • Village events and showcases - carbon foot printing, DIY projects and meet installers
  • Energy saving - low-energy light bulbs and computer powerdowns
  • Energy awareness - energy monitors and thermal imaging
  • Bulk purchase options - insulation, draft proofing and renewable energy technology
  • Community Carbon Counter - parish energy/carbon spreadsheet for setting targets
  • Carbon Conversations Course - Cambridge Carbon Footprint
  • On-line network support - information bank, project publicity and experience sharing
