Assessment Procedure for Contaminated Sites: Outline

1. Identification of potential contamination issues 

Change in land use or redevelopment. Environmental concerns. Health concerns. Occupational Health & Safety concerns. Development of 'site conceptual model' re impacts.

2. Preliminary site investigation and assessment 

Appointment of an environmental consultant to investigate possible contaminated sites. The investigation should include detailed soil sampling and chemical analysis to determine scale of contamination; health, safety and environmental appraisal (including water resource issues) Refinement of 'site conceptual model' re impacts.

3. Secondary site investigation and risk assessment

Further sampling, analysis and/or monitoring by environmental consultant as required. Further refinement of 'site conceptual model'. Development of a site management plan (including, if necessary, a remediation program) by consultant after liaison with local authority.

4. Remediation

Environmental consultant supervises remediation according to site management plan.  Plan should consider need for risk communication strategy and off site impact assessment and mitigation.

5. Validation

Site validation programme agreed with the local authority.

6. Certification

Certification detailing: Summary of environmental site assessment. Summary of potential health and environment impacts. Statement of contamination status of the site and its suitability or unsuitability for any use.

7. Development may commence

Development or building approval by planning authority to include any conditions as required.
