The second Planning Parish Forum meeting took place on 23 July 2009.


Presentations

Changes in the Planning Appeal Process

"Changes in the Planning Appeals Process" briefly explained the Government's agenda to make the appeals process more proportionate, customer focussed and efficient. The presentation was designed to make Parish Councils aware of how these changes will affect the way they make representations and their ability to make their voice heard in the future.

Public Art SPD

Andy O'Hanlon, Arts Development Officer, explained the context for public art and the aims of the District Council in achieving an integrated, community-focused approach to planning art works as part of new developments, large and small. Parish councils can play an important role, with the local Arts Development Mangers, in commissioning new art works.

Open Space SPD

Open Space SPD planning process by James Fisher, Section 106 officer - outlined the development processes within the adopted SPD including the need for pre-application discussions involving all parties, encouraging Parish Councils to engage with District officers in relation to public open space in new developments, trigger points relevant to the scheme, the monitoring process of Section 106 agreements with the eventual transfer of monies, land and facilities once quality checks have taken place.

Conservation SPD

The presentation starts with a short introduction to conservation areas and then describes what is in the SPD. It ends by mentioning related Council documents and Parish Plans and Village Design Statements where communities take the lead. (Some of the slides were spoken to but do not have text.)

The aim of the SPD is to provide additional advice on developments affecting Conservation Areas and expand on the approach set out in Development Control Policies.

Enforcement

The presentation gave a quick walkthrough the enforcement framework - effectively the powers and constraints that inform the LPA's response to breaches of development control.
