Introduction
This page contains the key documents from the first review of the South Cambridgeshire Local Plan. The Local Plan First Review was the process by which the Local Plan 2 was produced - Local Plan 2 has now been adopted as the South Cambridgeshire Plan Local 2004 and this provides the planning policy framework for the district up to 2006.
Local Plan 2 went through a number of stages on the way to its eventual adoption; in order to secure public involvement in the preparation of the plan there were several stages of public participation. The plan was also the subject of a Public Local Inquiry, where duly made representations on the plan were considered by an independent inspector, who made recommendations to the Council on changes that should be made to the plan. These recommendations were considered by the Council, and Proposed Modifications, and Further Proposed Modifications, were published for Consultation, before the plan was adopted in 2004.
The Local Plan 2 Review Process / An Overview
The First Review of the Local Plan began with the publication of a consultation draft plan in 1997. The representations received in response to this consultation draft were considered by the Council, and used to formulate a Deposit Local Plan, which was published in February 1999.
Following the publication of the Deposit Local Plan, a further period of public consultation took place, and a number of changes to the Plan in response to objections were proposed in October 1999. The outstanding representations were considered at a public local inquiry, which closed on 27th September 2001. The independent Inspector's Report to the Council recommending how the plan should be changed was received on 14th January 2002.
The Inspector's Report and the individual recommendations it contained were considered by the Council, and Proposed Modifications were published in October 2002. The Council's Response to Inspector's Report document contains the District Council's responses to the individual recommendations made by the Inspector and explains why the Council chose to accept or reject these recommendations.
After the Proposed Modifications were published, there was a six week consultation period. In the light of the representations made during this consultation period the Council published Further Proposed Modifications in October 2003.
After the publication of the Further Proposed Modifications document, there was another six week consultation period during which the public were asked to comment on these modifications. The Council considered the representations that were received and decided that no further changes to the plan were necessary. The district-wide local plan was then formally adopted on 9 February 2004.

South Cambridgeshire Local Plan Inquiry Inspector's Report January 2002
In January 2002, The District Council received the Inspector's Report into objections to the South Cambridgeshire Local Plan No.2 (i.e. first review).
The report details the independent inspector's considerations of the 5,399 objections, and 534 expressions of support, at the Public Local Inquiry into the South Cambridgeshire Local Plan in 2000/2001.

District Council's Consideration of the Inspector's Recommendations October 2002
The Council considered the Inspector's findings and prepared its response to each of his recommendations in two documents: the Response to the Inspector's Recommendations, and the schedule of Proposed Modifications. The Inspector recommended 367 modifications to the Plan, and the Council accepted all but 12, which are:
- The Area of Restraint (Recommendations R21, R22, R23)
- Meldreth housing allocation (Recommendations R34, R309)
- Heathfield housing allocation (Recommendations R56, R338)
- Shopping hierarchy in villages (Recommendation R99)
- Green Belt at Tesco, Fulbourn (Recommendations R254, R255)
- Framework at Vicarage Close, Waterbeach (Recommendations R346, R347)

Local Plan Proposed Modifications 2002

Following release of the Inspector's Report in January 2002, the Council published Proposed Modifications to Local Plan No.2 in October 2002.

How to Use the Proposed Modifications
The Schedule addresses each of the modifications in the same order as they appear in the Local Plan. The first column gives the modification reference number e.g. M/1/2.11 and M/1/2/SE2. These are made up as follows:
- Modification / plan part / chapter or paragraph number / policy number (if appropriate)
The second column shows the proposed modification, with additional or revised text shown in bold, underlined italics and deleted text shown as being struck out. The reason for each modification is given in the third column, including a cross-reference to the relevant Inspector's recommendation where appropriate. The Proposed Modifications should be read in conjunction with the District Council's Consideration of the Inspector's Recommendations document.
Where suggested modifications affect specific sites and/or require amendments to Inset Maps or Proposals Map, they are available to view. Inset Maps have only been included where modifications have been proposed. They do not show all the policies and proposals contained in the local plan.
The Proposed Modifications should be read in conjunction with the Council's Response to the Inspector's Recommendations, which includes cross-references to each relevant modification.

Environmental Appraisal (Update)
October 2002
At the time of the publication of the Proposed Modifications, The Council also reviewed the Environmental Appraisal that accompanied the Deposit Local Plan to take account of new government guidance and the environmental impact of the Proposed Modifications on the Plan.
No further modifications to the Environmental Appraisal were necessary following the publication of the Further Proposed Modifications in October 2003; the version of the Environmental Appraisal document that was updated to reflect the Proposed Modifications is the final version of this document.

Further Proposed Modifications October 2003
Introduction
The Council published Further Proposed Modifications to the South Cambridgeshire Local Plan No.2 (i.e. first review) in October 2003. The Further Proposed Modifications were placed on deposit for six weeks, from 1 September to 13 October 2003, and during this period comments were invited from the general public and from statutory consultees
Consideration of Representations to Proposed Modifications October 2002
The Council considered the representations received following publication of the Proposed Modifications 2002. Its response is set out in the schedule entitled Consideration of Representations to Proposed Modifications, which was published in October 2003 to coincide with the publication of the Further Proposed Modifications.
Consideration of Representations to Proposed Modifications (58 Pages, 148KB)
The Schedule sets out the representations to the Proposed Modifications in the order of chapters in the Deposit Local Plan. The first column gives the reference number for each representation received, under the sub-heading of the Proposed Modification to which it relates. The second column names the representor and any agent. The third column indicates the relevant subject area. The fourth column summarises the representation. The fifth column contains the Council assessment of the representation, leading to a decision in the sixth column. Where this requires a further change to the Plan, a cross reference is included to the relevant Further Proposed Modification or Technical Modification.
Further Proposed Modifications
The Council concluded that no further change was required to the Plan in respect of most of the objections received for the reasons contained in the schedule. However, it resolved that a small number of Further Proposed Modifications be made to the Plan.

How to use the Schedule of Proposed Further Modifications and the Schedule of Technical Modifications
The schedule of Further Proposed Modifications and the schedule of Technical Modifications follow the same order as the draft Local Plan.

Where suggested modifications affect specific sites and/or require amendments to Inset Maps or the Proposals Map, modification maps are included following the schedule. Inset Maps have only been included in this document where modifications have been proposed and they show only the Further Proposed Modifications or Technical Modifications. All other policies and proposals remain as in the Deposit Local Plan.
