Cambridge East Area Action Plan (AAP)
The Area Action Plan relates to land in both Cambridge City and South Cambridgeshire, and has therefore been prepared jointly with Cambridge City Council.

What is the Cambridge East AAP?
The Core Strategy sets out the broad location for future development in South Cambridgeshire. It states that the most preferable location for new development is on the edge of Cambridge. The Cambridge East AAP is one of three Area Action Plans which will provide detailed planning policy guidance for specific sites on the urban fringe of the City. It was identified for development in the Cambridgeshire and Peterborough Structure Plan 2003.
The development at Cambridge East will be a major new urban quarter to Cambridge of between 10,000 and 12,000 homes, based largely on Cambridge Airport, which is proposing to relocate. Development will take place in both Cambridge City and South Cambridgeshire, so the AAP is being prepared jointly with Cambridge City Council.
A large part of this area is dependent on the relocation of Cambridge Airport, and it is not assumed that any development will take place on the Airport site before 2016. However, the AAP includes land north of Newmarket Road, based on and around Marshall's North Works, which is almost entirely within South Cambridgeshire. This land can be developed while the Airport is still operating and could provide between 1,500 and 2,000 homes relatively earlier in the plan period.
Development can also come forward north of Cherry Hinton ahead of Airport relocation, and subject to providing a suitable residential environment, would provide 300 dwellings in South Cambridgeshire by 2016.
Adoption of the Cambridge East AAP
The Council, in partnership with Cambridge City Council, submitted the Cambridge East AAP to the Secretary of State in January 2006. Examination hearings to test the 'soundness' of the Cambridge East AAP were held in July 2007.
Following the examination hearings, the Inspector indicated that on the basis of the information available certain changes were needed in order to make the Plan 'sound' in relation to the proposed Green Separation between the development and the villages of Teversham and Fen Ditton. Further public consultation was undertaken in October - November 2007.
The Inspector issued in December 2007 his Inspectors Report concluding that the Cambridge East AAP is 'sound' subject to a number of binding changes being made. The Cambridge East AAP was formally adopted on 21 February 2008.
