Public Participation on Preferred Options Archive

Public participation on Preferred Options gave people the opportunity to comment on how the local planning authority should approach the preparation of a particular development plan document. The Preferred Options Reports focused on key issues for the DPDs and issues where there were choices to be made on the policy direction.

The Preferred Options Reports were published in October 2004 and were subject to a six-week long public participation period, during which over 5,500 representations were received. The public notice gives details of the documents consulted on, and the public exhibitions held to promote the public participation.

The representations to the Preferred Options Reports were considered at a series of meetings of Council between January and March 2005. The decisions made at these Council meetings have guided the preparation of pre-submission public participation Draft LDF documents. In addition, revisions to Government guidance published after the Preferred Options Reports were prepared have been taken into account in drafting of the Development Plan Documents.

The Initial Sustainability Appraisal Reports that were open for public participation were:

The new plan making system requires that all LDF documents are assessed through a Sustainability Appraisal, to check how well they perform against sustainability objectives. European legislation also requires a Strategic Environmental Assessment. Each Preferred Options Report was subjected to an Initial Appraisal, which assessed how the options perform against sustainability objectives. This was carried out by independent consultants.

The Initial Appraisal reports provide a summary of results, and provide valuable supporting information when considering options. Each option was subject to testing against the Sustainability Appraisal objectives created through the Scoping Report. In doing so, the consultants utilised tables to analyse the impact of options on the sustainability objectives.

The Consultation Draft Scoping Report identifies sustainability objectives relevant to South Cambridgeshire, and should be read alongside the initial sustainability appraisals.
