What is the Sustainable Communities Act 2007?

The Sustainable Communities Act 2007 gives an opportunity for councils and communities to put forward new thinking on how to meet the challenges of sustainability and local wellbeing. It starts from the principle that local people know best what needs to be done to promote the sustainability of their area, but that sometimes they need central government to act to enable them to do so. It provides a channel for local people and the councils that represent them to ask central government to take such action.

South Cambridgeshire District Council is interested in receiving proposals from local people, including those from community organisations, local branches of national organisations, parish and town councils, neighbourhood forums, residents and tenants associations.

The Act provides for a 'selector' body to consider and short-list proposals made under the Act and the Local Government Association has agreed to take on this role.

What are the criteria for proposals?

A basic criterion is that proposals must be ones that need some form of action from central government (such as a change in legislation, a transfer of responsibilities from one public body to another, a new national policy or a change or strengthening of policy). Proposals must not be possible within existing powers.

In considering proposals, the Council is required to distinguish between those which could happen anyway, if agreed at local level, and those which need central government action or intervention of some sort. Only those falling within the latter category can be submitted onwards, firstly to the Local Government Association as Selector and potentially to the Secretary of State.
