Scrap Metal Dealer & Motor Salvage Operator

Application to register as a scrap metal dealer under Scrap Metal Dealers' Act 1964

A scrap metal dealer licence is required by anyone who buys and sells scrap metal, and/or keeps a metal store under the Scrap Metal Dealers Act 1964.

Eligibility Criteria

A scrap metal dealer shall be classed as carrying on a business in the local authority area if any of the following apply:

  • the dealer occupies a place as a scrap metal store in the area
  • the dealer does not occupy a place as a scrap metal store but has a usual place of residence in the area
  • the dealer does not occupy a place as a scrap metal store but occupies a place for business purposes

Application to register as a motor salvage operator under Vehicles (Crime) Act 2001

You must register as a motor salvage operator if your business is involved wholly or partly in the recovery for re-use or sale of salvagable parts from motor vehicles and the subsequent sale or other disposal for scrap of the remainder of the vehicles and/or wholly or mainly in the purchase of written-off vehicles and their subsequent repair re-sale, or wholly or mainly in the purchase of sale of vehicles in connection with these activities.

The authority will need to be satisfied you can pass a test of being a 'fit and proper person'. All applications are subject to a Criminal records check. Registration of a motor salvage operation is valid for three years. If you wish to continue the uninterrupted functioning of motor salvage activities you must submit a valid application for the renewal of your registration to the local Council before your existing registration period ends.

Fee

A one-off registration fee for a motor salvage operator licence is payable which licences the holder to trade in scrap metal within the South Cambridgeshire District council area.
